Job Description

$76,851.84 - $107,634.80 Annually

Under direction, performs the following systems development tasks: requirement analysis, systems design, programming, testing and debugging, system and program documentation, and systems implementation of highly complex and Web enabled applications. Performs maintenance and upgrades. Confers with user departments to review, analyze, define, and prepare functional specifications for highly complex systems in accordance with established standards. Responsible for translating department needs into specifications for vendor selection or program code for in-house application development utilizing multiple platforms and multi-media technologies.  Prepares financial reports including cost benefit analysis of major projects.  Prepares and presents oral and written reports to officials within and outside the County.  Duties may require 24 hour, 7 days per week on-call responsibility for application support. Utilizes current Countywide and/or department specific software to complete assignments.

Minimum Qualifications

At the time of application, applicants must:

1.  A.  Possess a Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Business Administration, Engineering, or a related field; AND
NOTE: Applicants possessing transcripts from a college or university outside of the United States will be required to provide documentation of degree equivalency from a member of the National Association of Credential Evaluation Services (  The degree evaluation will be required for application processing.
B.  Have had at least two (2) years of full-time experience in one or a combination of the following:  Mainframe, Client-Server and/or Web systems analysis and design.  Programming – C#, ASP.Net, MVC, JavaScript, Visual Basic, Java, J2EE, MS SharePoint, HTML, CSS, XML, SQL Server, Oracle, PowerShell, Python, IIS, IBM WebSphere, Tomcat, PeopleSoft, PeopleCode, ESRI technologies, MS Access, COBOL, CICS, JCL, VSAM, or related technologies; OR
2.  A.  Possess sixty (60) semester credit hours from an accredited college or university in Computer Science, Information Systems, Business Administration, Engineering, or a related field; AND

B.  Have had at least four (4) years' experience as specified in 1B above; OR
3. A.  Be a high school graduate or have a certificate of successful completion of the General Education Development (GED) test; AND

B.  Have had at least six (6) years' experience as specified in 1B above.
4.  Pass the completed examination, including the employment medical established for this class.
5.  Satisfactorily complete the six (6) month probationary period.
