Job Description

— Maintains the administrative organization of the Company to ensure efficiency of operation
— Assures that laws and ordinances of the Company are enforced
— Oversees the accounting of all monies of the Company
— Conducts staff meetings and encourages department heads and personnel in self development in their fields of expertise
— Annually prepares a proposed budget and work program for the Company
— Prepares an annual report of the previous year's activities for presentation to the
Company Council and citizens of New Haven
— Serves as the personnel officer for the Company, is directly involved in the hiring,
evaluating, promoting, and disciplining of employees and establishes procedures for other managers to follow in such matters
— Identifies service and policy needs of New Haven and brings to the attention of the
Company Council with recommendations for action
— Maintains a sound public relations posture between the Company, the press, and other federal, state and local government agencies
— Coordinates departmental activities, and sets challenging, yet attainable, goals for all
municipal departments
— Maintains contact with public by handling suggestions, complaints and information requests
— Carries out the directives of the Company Council
— Attends meetings of the Company Council, assisting preparation of its agendas,
providing supporting documents and information pertinent to agenda items
— Attends various meetings on behalf of the Company
— Prepares federal and state grant requests and administers grant programs
— Interacts with numerous municipal committees as needed
— Performs related duties as required
— Works with Code Enforcement and strives for Company beautification


— Proficient in municipal management and community problem solving, understanding of administrative organization, design, and evaluation, and experience in the financial administration and the design of financial accounting and reporting systems
— Knowledge of Public Works; water/sewer operations and road maintenance
Expertise and ability with:
— Federal, state, and local laws, regulations, and policies applicable to functions, programs and practices in conducting public service through Company government
— Plan, organize, coordinate, prioritize, assign, and evaluate the work of staff
— Conflict resolution skills and providing decisive goals and recommendations
— Work independently and without precedent in the face of problems
— Communicate effectively, both orally and in writing
— Capacity to organize and use time effectively


— Minimum three years of increasingly responsible management, administrative, and supervisory experience in government.
— Oversee an annual budget of $3.5 Million and a staff of 15 or more
— Manage the implementation of infrastructure projects valuing over $1 million
— Bachelor's degree in public administration or related field, Master's Degree in Public Administration, urban planning, business administration, or closely related field from a regionally accredited college or university
— The selected candidate must complete a financial disclosure form as a condition of employment

Preferred Qualifications include:
— Experience in management and oversight of public works, including water and sewer operations and maintenance, and road maintenance
— Background in zoning administration and land use planning
— Candidates with experience working in Michigan municipal government and CPM
(Certified Public Manager) certification are strongly desired
